Why isn't all spending seen as being a good type of "stimulus?" In the event that tax revenues are not used when tax cuts are made in the public sector, the government encourages private sector spendingthat when the conditions are right, can have a huge impact on the immediate future and substantial multiplier and velocity effects.
The differences in spending and the effects they have on your health are very important. What is a simple example of spending that's immediate but has little multiplier or turn over effect? You are likely to drink five glasses of water every day.
Let's say that as an "stimulus" the government paid you to drink an additional or 6 glasses of water today. This has the immediate effect of increasing water production and consumption. But once the glass of drink is consumed, then there will be no multiplyer. All that the government bought was one glass of drinking water more than normal. And to get the next drink, they must reimburse you yet again. When the government stops paying then the extra drinking stops. Since it doesn't promote the habit of drinking continuously by you or other people, there is not a multiplier effect, or any velocity.
